* at 923 am EST... moderate to heavy rain will move across the
advisory area through early this afternoon. The combination of
melting snow in some spots and frozen ground will contribute to
significant runoff. This will result in flooding of the typical poor
drainage areas... highways... streets and underpasses as well as other
low lying spots.
Do not drive your vehicle into areas where the water covers the
roadway. Most flooding deaths occur in automobiles. Turn around and
find another Route.
Be prepared to take action if the flooding threat increases... or a
warning is issued.
